These are working sessions to determine the roadmap of the Icehouse release and make decisions across the project. Going forward, OpenStack is going to need to be able to test rolling upgrades, which means multiple versions of services and components interacting with each other under test.
For the project as a whole, this means running with Havana Nova and Icehouse Keystone (for example). From Nova's perspective, this means running scenarios with an Icehouse control plane and Havana compute.
